Logan i am saying the forumwise are not forum police/cops, really Php are the head department of every forum host maker such forumwise and the other. phpbb are more like to scan forums.

It's because the forumwise stafff doesn't have time to invest in stuff like that, that's why Mark had a sticky on whenever you find a forum that violates TOS, you can PM mark for the info + URL and he'll get it done on a quiet and non-scandalous manner.
